According to NOAA climatic data all 50 of the United States can experience temperatures below freezing at some time during the winter season. Approximately 2/3 of the nation is geographically located to experience winter temperatures cold enough to freeze ponds or even lakes. Unfortunately changes in ice density due to temperature change and ever changing conditions on ponds and lakes, combined with poor decision making or bad luck leads to individuals falling through thin ice.
